- 한국기업이 참여가능한 케냐 민관협력프로젝트 - 

케냐 정부는 민관파트너쉽 프로젝트에 민간의 참여를 높이기 위한 투자환경을 개선하는 노력을 지속해 왔으며 2015년 2월, 아래와 같이 69개의 추진중인 프로젝트를 승인하였습니다. 

분야는 크게 11개로 나뉘어져 발표되었으며 자세한 사항은 아래 게시하는 정보를 확인하시기 바랍니다.

I. OBJECTIVE

Apprise on the status and progress of the country’s Public Private Partnership (PPP) pipeline.

 

II. BACKGROUND TO THE PPP PROGRAMME IN KENYA

The National Treasury, through the PPP Unit, is responsible for overall coordination, promotion, and oversight of the implementation of the PPP Program in the country.

For the last three years, the National Treasury has been committed to improving and strengthening the environment for private sector participation in the country.

The PPP Committee has approved a pipeline of 69 proposed PPP Projects whose status is provided here below.

 

III. PROJECT

1. TRANSPORT AND INFRASTRUCTURE

  a. 2 nd Nyali Bridge

Contracting Authority:  Kenya Urban Roads Authority (KURA)

Description:

  • The proposed project seeks to apply a PPP arrangement for the development of a 2nd Nyali Bridge connecting the Mombasa Island with the North mainland to ease congestion on the existing Nyali Bridge and to make the traffic less dependent on a single channel crossing.

Status:

  • On 25th Nov 2014, Deloitte Consulting Limited and its consortium were appointed as the Transaction Advisor (TA). The TA is to undertake a feasibility study consistent with the PPP Act, 2013 to a standard that will enable the Contracting Authority (CA) to establish the technical configuration, commercial attractiveness and bankability of the proposed PPP Project.

 

  b. Dualling of Mombasa – Nairobi Highway

Contracting Authority:  Kenya National Highways Authority (KeNHA)

Description:

  • The 485 km Mombasa-Nairobi Highway (A109), which forms part of the longer Trans-African Highway (Northern Corridor), is the main transport route serving East and Central African countries from the Indian Ocean seaport of Mombasa.
  • The proposed project seeks to apply a PPP arrangement for the upgrading, capacity expansion and subsequent operation and maintenance of the heavily trafficked Highway.

Status:

  • On 28th Jan 2015, PricewaterhouseCoopers Ltd and its consortium were appointed as Transaction Advisors (TA).
  • The TA is to undertake a feasibility study consistent with the PPP Act, 2013 to a standard that will enable the Contracting Authority (CA) to establish the technical configuration, commercial attractiveness and bankability of the proposed PPP Project.

 

c. O&M of Nairobi – Thika Road

Contracting Authority:  Kenya National Highways Authority (KeNHA)

Description:

  • Construction of the eight-lane 50 km superhighway, starting from Nairobi and running up to the outskirts of Thika, was completed in Nov, 2012.
  • The project has been proposed under an Operation and Maintenance (O&M) PPP scheme, whereby the private party, to be awarded through a competitive bidding process, is to operate and maintain the road.

Status:

  • On 28th Jan 2015, Intercontinental Consultants & Technocrats Pvt. Ltd and its consortium were appointed as Transaction Advisors (TA).
  • The TA is to undertake a feasibility study consistent with the PPP Act to a standard that will enable the CA to establish the technical configuration, commercial attractiveness and bankability of the proposed PPP Project.
     

 

  d . Dualling of Nairobi – Nakuru Road

Contracting Authority:  Kenya National Highways Authority (KeNHA)

Description:

  • The Project is envisaged to apply a PPP arrangement for the development and operation of the 157 km Nairobi-Nakuru Road (A104) which forms part of the Trans-African Highway (Northern Corridor).

Status:

  • On 25th Feb 2015, Intercontinental Consultants & Technocrats Pvt. Ltd. and its consortium were appointed as Transaction Advisors (TA).
  • The TA is to undertake a feasibility study consistent with the PPP Act, 2013 to a standard that will enable the Contracting Authority (CA) to establish the technical configuration, commercial attractiveness and bankability of the proposed PPP Project.
     

  e. O&M of Nairobi Southern Bypass NSB

Contracting Authority:  Kenya National Highways Authority (KeNHA)

Description:

  • The construction of the 28.6 km dual carriageway is on-going under the China Road and Bridge Corporation (K). Upon completion, the project has been proposed under the Operation and Maintenance (O&M) PPP scheme, whereby the private party, to be awarded through a competitive bidding process, will operate and maintain the road.

Status:

  • On 25th Feb 2015, CPCS Transcom International Ltd and its consortium were appointed as Transaction Advisors (TA).
  • The TA is to undertake a feasibility study consistent with the PPP Act, 2013 to a standard that will enable the Contracting Authority (CA) to establish the technical configuration, commercial attractiveness and bankability of the proposed PPP Project.
     

  f. Phase 1 – Roads Annuity Programme

Contracting Authority:

  • Ministry of Transport and Infrastructure (MOTI) and its road agencies i.e. Kenya National Highways Authority (KeNHA), Kenya Urban Roads Authority (KURA) and Kenya Rural Roads Authority (KeRRA)

Description:

  • GOK has adopted an ambitious plan to develop and rehabilitate 10,000 km of the roads network within the next five (5) years.
  • The 3,000 km Phase 1 of the Programme adopts a “Finance-Design-Build-Maintain-Transfer” PPP scheme. In return, the private developer is compensated via fixed and performance-related periodical payments (annuity) by Government from public funds.

Status:

  • The evaluation exercise on the submitted Request for Proposals (RFP) for the 3,000 km Phase 1 of the Programme is ongoing.
     

  g. Mombasa 2nd Container Terminal Phase 2&3

Contracting Authority:  Kenya Ports Authority (KPA)

Description:

  • The proposed project seeks to apply a PPP arrangement for the operation and maintenance (O&M) of the new 2nd container terminal whose objective is to provide new handling facilities at the Port of Mombasa, with a larger goal of facilitating trade and economic development in Kenya and neighbouring countries in East Africa.

Status:

  • Construction of Phase 1 of the new container terminal is currently at 75% complete with an estimated end date of Feb 2016.

  h. Kisumu Sea Port

Contracting Authority:  Kenya Ports Authority (KPA)

Description:

  • Development of Kisumu Port into a modern commercial Lake Port to serve the growing trade in the EAC region on a BOT basis.

Status:

  • Recruitment of Transaction Advisors:
  • On 27th Feb 2015, Maritime & Transport Business Solutions (MTBS) and its consortium were appointed as Transaction Advisors (TA).

 

  i. Development of the Shimoni Port

Contracting Authority:  Kenya Ports Authority (KPA)
